Founded in 2026, Fredericksburg City Soccer Club builds upon years of passion for advancing soccer in the Fredericksburg region. Our roots are grounded in the vision and leadership that established Commonwealth Cardinals FC, one of the region’s first USL League Two clubs. That foundation demonstrated both the passion for the game and the potential for pre-professional soccer to thrive in our community.
Fred City Soccer Club carries that vision forward through an expanded ownership group whose experience spans soccer, business, operations, and community leadership. By combining a shared commitment to player development, organizational excellence, and meaningful community engagement, the club is building a sustainable organization designed to serve the Fredericksburg region for generations to come.

Victor Fuster
Fred City co-owner and Board of Managers member Victor Fuster is a business and technology executive and dedicated soccer leader whose experience spans club leadership, coaching and community service, including serving as president of Stafford Soccer.
Jason Graham
Fred City Managing Partner and co-owner Jason Graham is an entrepreneur, technology executive and former Fredericksburg City Council member who brings extensive experience in business development, strategic leadership and community service to the club.
Gilberto Baez
Fred City co-owner Gilberto “Berto” Baez is a cybersecurity and business leader, lifelong soccer advocate, coach and entrepreneur whose experience founding Commonwealth Cardinals helped lay the foundation for Fred City Soccer Club.
